දුම්රිය සේවයේ ශ්‍රේණි කිහිපයක පවත්නා වැටුප් විෂමතා ගැටළුව විසඳීමට රජය අපොසත් වීම මත මෙම තීරණයට එළැඹ ඇතිබවයි වාර්ථාවේ.
මෙම ගැටළුව සඳහා සතිදෙකක කාලයක් තුළ මෙම විසදුම් දීමට අග්‍රාමාත්‍යවරයා තම වෘත්තීය සමිති එකතුවට පොරොන්දු වූ බවත් එය මෙතෙක් ඉටුනොවීම මෙම වර්ජනයට මුල්වූ බව දුම්රිය රියදුරු සංගමය වැඩිදුරටත් කියා සිටියි.
