Talks between private foreign creditors and the Ghanaian government to restructure a $13 billion foreign debt have failed. The government of Ghana negotiated with two groups of creditors for debt relief and the negotiations failed because they could not reach an agreement during a meeting with the creditors in the African region. The debt relief offered by private creditors is not sufficient to reach the targets given by the International Monetary Fund and the imposition of additional conditions by the private creditors has failed to reach an agreement between the Government of Ghana and the creditors.
Ghana defaulted on foreign debt in December 2022. Like Sri Lanka, Ghana is undertaking economic reforms to achieve debt sustainability as per an International Monetary Fund programme. In order to receive the cash tranche provided by the International Monetary Fund, Ghana must reach agreements with all creditors to restructure the debt. Like Sri Lanka, Ghana has come to terms with official creditors and like Sri Lanka has also undertaken a domestic debt restructuring.
The second round of negotiations will be held with the Sri Lankan government and private creditors during the meetings of the International Monetary Fund and the World Bank, which will be held from April 15-20 in Washington, USA, and the negotiations held in March in London ended without reaching an agreement.
